Testing times for policy makers

Standard Life Investments, the global investment manager, believes that it will take time to adapt to the economic reality post 2008/09 and that a re-appraisal of policy targets will be just as important as a reconsideration of the appropriate policy tools.



In the latest edition of Global Perspective, Standard Life Investments highlights that the dawning of a new economic reality often takes time to be appreciated, in terms of its key variables and the most appropriate framework.

In an environment where changes in the reliability of economic statistics have been contributing towards greater financial market instability, the report considers how policymaking has been made more difficult, less predictable and much more complicated.

The article concludes that while the process is ongoing, the authorities are moving to address the need to bring stability to the current economic environment, before mapping out the economic future and relevant policy framework.

Douglas Roberts (pictured), senior international economist, Standard Life Investments, says: "The present uncertainties about potential outcomes make it more difficult to make economic decisions, whether to invest, whether to recruit and whether to spend. This will continue to impair the effectiveness of policy and prolong financial market volatility.”

The article looks at the impact and limitations of traditional and new economic levers like the setting of interest rates, the introduction of quantitative easing and other fiscal initiatives aimed at stimulating economic growth.
